동지들 !
평화를 기원합니다.
2010년을 마무리 하면서, 국제적 행동계획들을 유지하고 특히 2010년 10대 목표에 대한 우리의 기여를 인식하면서 활동적인 사무국과 어려운 일들의 선봉에 서기 위해 지역대표인 저를 인정하고 보내주신 지지와 신뢰에 대해 감사드립니다.
우리는 많은 일을 해왔으나 아직 우리 조합원들과 가족들의 노동과 생활 조건을 더 좋게 하기 위한 우리의 단체행동을 증대하는 활발한 활동이 필요 합니다.

더불어 우리는 매우 적은 조합비 비율에 대해 긍정적인 유지를 위한 수치를 찾아야만 합니다. 금년에 전체로 71,806명의 조합원으로부터 2009년 142,612와 비교하여 143,612 CHF(스위스프랑)을 걷었습니다. (약 1억7천3백만원)

금년 말 이전에 가입을 위한 열성적인 노조가 있고, 우리지역에서 6개 이상의 노조가 세계중앙위원회에서 인정이 되면 우리는 더 많은 조합비 납부 조합원이 생길 것이다 라고 희망합니다.

동시에, 지역위원회는 토론해 왔고 조합비 모금의 근거와 유지의 해법을 채택해 왔습니다.
이것은 8월 세째주 지역 총회 일정에서 토론되고 소개 될 것입니다. 더 나아가 2013년 말까지 맹비를 50% 인상하는 방안이 검토 될 것입니다.

우리는 BWI 2010년 목표하에 2011년 새로운 행동 채택을 성취하기 위한 활동을 계속 하면서, 지역에서는 일 진행과정에서 계획을 유지하고 우리의 의제를 채택하는 것을 추구해야만 합니다. 예를 들어 기후변화와 REDD(삼림벌채분출가스감축) 에 관한 국제적 담론에 관한 우리의 약속을 증대하는 것을 인정한 회사와 아시안 다국적 기업으로부터 특별히, 삼림과 목재 제조회사들의 조합원을 더 늘려야 합니다.

우리는 이러한 조건과 도전에서 진군 합니다.
우리의 사무국을 가능한 효율적이고 순조로운 구조로 만들어서 2011년에 사무국의 새로운성원들과 함께 2010~13년 까지 우리의 행동계획과 2012~14년 지역총회의 일반 개요에 관한 기본권한을 달성하기 위해 분투 할 것입니다.

우리는 전국건설산업노동조합연맹의 변함없는 지지와 믿음을 기대 합니다.

Dear Friends,

Greetings of Peace!

As we are about the conclude the year 2010, allow me to thank you for the support and trust that you had bestowed to me as the Region’s Regional Representative to spearhead our hard working and very dynamic Secretariat in realising our contributions in the attainment of the Global Action Plans, particularly the TEN FOR 2010.

Certainly we had accomplished many things yet we still need to vigorously work to improve our collective actions to better the working and living conditions of our members and their families.

Together, we have to find measures to sustain the positive yet very small percentage of collection of affiliation fees. We managed to collect about CHF 143,612 from a total of 71,806 paid up members
compared to CHF 142,612 in 2009. There are still affiliates committed to settle their affiliation dues before the end of this year. With the World Board’s approval to affiliate six more unions in our Region,
we hope that their membership will bring in more paid-up members. At the same time, the Regional Committee has discussed and adopted a Resolution to Sustain and Rationale the Collection of Affiliation
Fees; this will be introduced and discussed in our scheduled Regional Conference on 3rd week of August. Further to this, the Regional Committee has tasked upon itself to attain 50% increase in our affiliation
fees by end of 2013.

While we continue to provide support to the attainment of the newly adopted 2011 Action Plan under the theme BWI 2.0, the Region must still pursue our own priorities and sustain on-going initiatives
along the lines, for example, of recruiting more members in forest and wood-processing companies specifically those from Asian-based MNCs and certified companies as we increase our engagement
on the international discourse on Climate Change and REDD; from those IFI-funded projects in Nepal, India, Cambodia and Indonesia; increasing the ante of mainstreaming our Gender and Youth Agenda
by going beyond representation issues to participation in developing policy proposals and programmes on global crisis, creation of sustainable jobs and OSH. We also need to sustain our contributions to
the global ban campaign on Asbestos.

As we embark on these undertakings and challenges, it is inevitable to have a well-oiled and efficient enabling structure – our Secretariat. In 2011, with a new team members the Secretariat will strive
to deliver its mandate based on the 2010-2013 Global Action Plan and the Regional Conference 2012-2014 General Thrust.
