¼¼°è´Â ¼¼±â¿¡ µÎ ¹ø°·Î ÁÖ¿ä ±ÝÀ¶À§±â¿¡ Á÷¸éÇØ ÀÖ´Ù. ÀÌ ½Ã±â´Â ¿ì¸®µé¿¡°Ô ÀûÁö ¾ÊÀº ½Ç¾÷ÀÇ »ó´çÇÑ Áõ°¡¸¦ °¡Á®¿À°í, µÚ ÀÌ¾î ºÒ°æ±â¸¦ Æ÷ÇÔÇÏ°í ÀÖ°í, ÀÌ°ÍÀº ¼¼°èÀûÀÌ´Ù.

ILO´Â ±ÝÀ¶À§±â°¡ ¼¼°èÀûÀ¸·Î ´ë·« 2,000¸¸¸íÀÌ Á÷¾÷À» ÀÒÀ» °ÍÀ¸·Î º¸¿© Áø´Ù°í ÃßÁ¤ÇÑ´Ù °Ç¼³, ÅäÁö¼ÒÀ¯ÀÚ, ±ÝÀ¶¼­ºñ½º,±×¸®°í ÀÚµ¿Â÷ ºÐ¾ß´Â °¡Àå Ÿ°ÝÀÌ Å¬ °ÍÀÌ´Ù.
ÀÌÁֳ뵿ÀÚµéÀº °¡Àå ¸ÕÀú ÀÏÀÚ¸®¸¦ ÀÒ°Ô µÈ´Ù

°Ç¼³Àº Áý°ú ±â¹Ý½Ã¼³ÀÇ °ø°øÅõÀÚ¿¡ Å©°í ³Ð°Ô ÀÇÁ¸ÇÏ°Ô µÇ°í °¡Àå °­·ÂÇÑ Ãæ°ÝÀ» ¹Þ´Â ºÐ¾ßÁß Çϳª´Ù. ±× Ãæ°Ý¿¡ µû¶ó¼­ °ÇÃàÀÚÀç¿Í ¸ñÀçÀÇ ¼ö¿ä°¡ °¨¼Ò µÇ¾ú´Ù.

International financial crisis and its impact on the construction, building
materials, wood and forestry industries
The world has been faced with a second major financial crisis in a century, this time a truly
global one, with a subsequent recession, leading to a substantial increase of unemployment
not least in our sectors.
The ILO estimates that the present financial crisis is likely to lead the loss of some 20 million
jobs worldwide. Construction, real estate, financial services, and the auto sector are most
likely to be hit. Migrant workers are likely to be the first to lose their jobs.
Construction, being to a large extent depending on public investment for infrastructure and
housing, is one of the hardest hit sectors, followed by the knock on effects of reduced
demands for building materials and wood. Construction, forestry and wood industries in all
regions are affected by slowdown and recession
The full implication of the crisis for trade unions cannot yet be estimated. . However the
crisis will put the trade union movement globally and its members under severe pressure,
but it can also provide us with an opportunity to establish a system of global governance
which is much more in the interests of working people than the current one. The crisis must
also be used to intensify efforts to support and strengthen trade unions in the building,
wood and forestry sector worldwide.
Global Unions including trade unions in the construction, building materials, wood and
forestry industries
a) Call on Governments and the United Nations to ensure that the global financial
sector is effectively regulated in the future, to avoid similar future crises. Call for a
new ¡°"Bretton Woods¡±"1 agreement which this time goes beyond purely financial
institutions and fully involves a commitment to full employment and social justice
and the strengthening of the International Labour Organization (ILO) and with the
direct involvement of the trade union movement.
b) Call for a new recovery plan to stabilise global capital markets and to bring forward
infrastructure investment programmes, particularly focusing on alternative energy
development, energy saving and conservation measures.
Support launching of a ¡°"Green New Deal¡±", as called for by the United Nations
Environment Programme (UNEP) and the International Labour Organization (ILO).
BWI unions call for massive investment in infrastructure to support the hard‐.hit
construction and building materials industries, also to create more ¡°"green jobs¡±" in
areas such as education facilities, hospitals, clean water and sanitation, and public
transport. Measures are needed to promote energy saving through retro‐.fitting
buildings. Vocational training and retraining are essential and should be intensified.
Efforts should be made to find joint constructive solutions between social partners
and governments to counteract the downturn in our sectors.
